A shift is a named, date-based service window (weekday lunch, weekend dinner, Mother's Day afternoon…). Shift names and hours are declared in the booking rules file and change rarely; which tables a shift covers is yours to change here and can change as often as the floor does. A shift with no tables selected covers the whole floor; selecting tables narrows it — booking rules scoped to that shift then apply only to those tables during its window.
